The value and viability of sovereignty- conferred rights in MIRAB economies: the case of Tuvalu

Pacific Economic Bulletin Volume 21 Number 2 2006 © Asia Pacific Press The MIRAB model has been put forward as a way to explain the economies of small island nations with little formal sector economic activity, explaining the development of these economies based on a mix of migration, remittances, aid and bureaucracy. Reinforcing these characteristics has been the generation of rental incomes from sovereignty-conferred rights. Adding to the debate over the sustainability of MIRAB countries, this article seeks to determine the magnitude, variability and sustainability of revenues from sovereignty-conferred rights in Tuvalu. Stephen Boland is a freelance economist with experience in public finance development projects in Tuvalu and Marshall Islands.
